Dr. Segal who had been instrumental during the
MN hearings, without hesitation offered her support in
Kathy’s campaign. Several hundred emails later, to the
worlds most respected twins authorities world wide,
Kathy’s petition became headlines on the cover of the
New York Times in Feb 2006. From there,
TWINS Magazine’s Editor in Chief, Susan Alt
kept Kathy’s name in the headlines of Twins Magazine on a monthly basis. But, it soon became apparent that forced separation was not only a problem in New York, but nationwide. WIth the assistance of Lisa Keller, also a mother
of twins, they began a website dedicated to the
national cause and Twinslegislation.com was born.
Though the name has since been changed to
Twinslaw.com and Kathy now manages operations,
to date hundreds of parents have been assisted with their placement issues,
Dozens of States have joined the cause and 7 have signed their Twin bills into law.

Kathy Dolan is the proud mother of twin boys Ryan and Nicholas. A Registered Nurse, singer, song writer and musician by trade she began her
campaign for Twin Legislation in New York in 2005, after
facing difficulties regarding the classroom placement of her children. Ultimately, she won her battle, but finding that all research regarding classroom placement of multiples supported flexibility, and learning ERIC DIGEST guidelines where routinely ignored by many school officials, Kathy decided to pursue legislation for NY which would mandate
that her children be placed in classrooms according to their individual needs - not based upon their multiplicity. She reached out to Wendy Haavisto, legislative assistant to Senator Dennis Frederickson (Minnesota) who’s children’s placement issues were the cause for the Minnesota law. Wendy immediately offered any assistance she could provide. Kathy then begin a petition for NY on petitiononline.com
and enlisted the help of Dr. Nancy Segal, considered by most to be the foremost authority on twins and twins research.
